South Korean government plans to change law to include synthetic nicotine in tobacco regulation
The decision to amend the law was made in South Korea after British American Tobacco recently announced that it was considering launching a new synthetic nicotine product in the country. South Korea is the only country in the world where the tobacco giant is considering launching a synthetic nicotine product.

May 15, 2024 - The government plans to amend tobacco-related laws to designate synthetic nicotine as a type of tobacco, according to South Korean officials, in an effort to regulate a product category that is growing in popularity among young smokers.
South Korea's Ministry of Health and Welfare and Ministry of Economy and Finance plan to push for a revision of the law to include synthetic nicotine in the definition of tobacco under the Tobacco Business Act, the officials said.
In South Korea, the laws related to tobacco are the National Health Promotion Act, which is under the jurisdiction of the Ministry of Health, and the Tobacco Business Act, which is under the jurisdiction of the Ministry of Finance.
These laws stipulate that a tobacco product is "a product made from tobacco leaves, in whole or in part, in a state suitable for smoking, inhaling, smoke inhalation, chewing, or sniffing."
According to this regulation, synthetic nicotine e-liquids are not tobacco products. Therefore, synthetic nicotine is not currently subject to regulatory measures in South Korea.

An official from the health department said, "We decided to push for the revision of the tobacco industry law at the opening of the 22nd National Assembly." He added, "We will provide the Finance Ministry with the necessary materials and there is already plenty of evidence that synthetic nicotine is tobacco."
